African Field Epidemiology Network
Strengthening the Capacity of AFENET
Health Sysytems 20/20 is currently working to develop the institutional capacity of the African Field Epidemiology Network (AFENET). Established in 2005, AFENET is a regional institution whose objectives are to strengthen capacity in field epidemiology and laboratory training and practice, promote and support research activities, engage in advocacy, mobilize resources, and link public health professionals to organizations that address health problems that require expertise in field epidemiology. It has five institutional members that include field epidemiology and laboratory training programs based in some of the strongest schools of public health in Africa. AFENET is run by a three-person secretariat based in Kampala, Uganda, and is governed by an eight-person board of directors. AFENET’s initial funding is from the U.S. Agency for International Development and the U.S. Centers for Disease Control.
Health Systems 20/20 will provide assistance to AFENET over approximately a one-year period through April 2008. The project conducted a needs assessment and developed a capacity-building plan identifying seven specific activities including:
- Improving the electronic communication infrastructure
- Developing a database of network resources and making it available on the AFENET website and intranet
- Revising the constitution and strengthening the board of directors
- Providing guidance in developing a practical strategic plan
- Developing a resource mobilization plan
- Improving the Secretariat internal business processes
- Developing a procedures manual, and ongoing support to the executive director
These activities are intended to lay the foundation for the long-term success of AFENET and have practical and immediate benefit to its members. The work is being carried out almost entirely by African consultants. HS 20/20 will assess the impact of these interventions in early 2008.
